Specifications include, but are not limited to: Through this RFP, the Division of Behavioral Health (DBH) is seeking proposals from entities to support serving adults who have been placed on a 5-day hold under the emergency commitment process under SDCL 27A-10-2 or SDCL 27A-10-3 in designated Appropriate Regional Facilities (ARF). The intent of ARF are to care for individuals closer to their homes during the 5-day hold period with an attempt to stabilize presenting conditions when possible. Utilizing admission data from the South Dakota Human Services Center (SDHSC), the DBH has determined counties of need and that would support ARF, keeping adults closer to their homes during the 5-day emergency hold. Below is a map that represents total admission to the SDHSC by county of residence for individuals on 5-day Emergency Mental Illness Holds for fiscal years FY18 through FY20. The color of each county indicates how the county ranks relative to other counties. Counties could fall into one of four groups according to their ranking. Those counties with the highest admission rates are in dark red. Counties with the lowest admission rates are white. See Attachment 3 for a breakdown of the county admission data.
