Specifications include, but are not limited to: A. Project Objectives/Scope of Work Client-focused Website – The redesigned website must be intuitive, easy-to-navigate and focused at all times on the client. Image and Identity alignment – The redesigned website will bring the image and identity of the 17 regional centers into alignment. This consolidation will reduce redundant effort across the network. ADA Compliance - The redesigned website shall comply with World Wide Web Consortium’s (W3C) Web Content Accessibility Guidelines (WCAG) 2.0 (Level AA compliance) and Section 508 of the Rehabilitation Act of 1973. In addition, the vendor shall follow best practices, voluntary standards and guidelines developed by the World Wide Web Consortium’s (W3C) Web Accessibility Initiative (WAI), and train our users in creating accessible content. Search Engine Optimization – The redesigned website shall be built based on an SEO strategy and encourage technical SEO best practices. Results shall be measureable (page ranking, click through rate, load time, pages per session, etc.). Content Strategy - The redesigned website shall be built based on a clear content strategy. Results shall be measureable. Targeted Marketing – The redesigned website will deliver targeted content based on past activity, referring URL, geolocation, or similar metadata. Responsive Site –The redesigned website will be accessible on a wide variety of devices including desktops, laptops (including touch screens), tablets and mobile smart phones. The website will automatically detect the screen resolution of any device and respond with a view of the site optimized specifically for that screen. Content Management Solution – The redesigned website will be built using a Content Management System (CMS). The solution should support delegated administration, user roles, a WYSIWYG editor, and support the objectives previously mentioned. Hosted and on-premise solutions will be considered. B. Content Management System – System Requirements The following requirements are the minimum necessary for a proposal to be evaluated: CMS may be hosted by the PA SBDC or at a hosting site designated by the PA SBDC. CMS must be capable of providing for growth through the use of database-driven content that enables dynamic delivery and/or personalization of content by the user, in a staged-to-live environment.
