Specifications include, but are not limited to: The Commission’s objectives for this project include the following: Advance the recommendations of the Philadelphia 2035 Citywide Vision and District Plans, the Philadelphia Pedestrian and Bicycle Plan, and the Philadelphia Trails Master Plan; Implement Philadelphia’s Complete Streets, Vision Zero and Capital Program policies and plans; Complement and coordinate with plans and resources of public and private partners. Prepare materials to support the Commission’s public outreach for the specific project. Consultant will not be required to attend public meetings. Materials will include graphics using plain English terms delivered in a pdf format (as well as other formats if necessary) that staff can mount on foam boards. Attend and convene project coordination meetings with City staff on a monthly basis Conduct a.m. and p.m. traffic, bicycle and pedestrian counts where counts have not been completed within the past two years. Review and evaluate recent plans and studies, including but not limited to Philadelphia 2035 District Plans. Analyze intersections and rights-of-way and work with City staff to determine feasible alternatives to improve safety for all users. Produce preliminary designs. Create an industry-standard repository of geo-spatial information and documents to support subsequent studies; Document existing locations and rights of way for streets, rail, utilities, and other assets; Research existing assessments of transportation infrastructure conditions and existing plans for renewal of transportation and other infrastructure systems, and identify needs for further assessments; Evaluate an area’s potential to use value capture mechanisms to help fund public improvements; Develop visualization tools to better inform the community, stakeholders, developers, public and private investors about the impacts and benefits of potential investments. Prepare feasibility, conceptual design, or preliminary design for trails and other public transportation-related infrastructure and facilities. Conduct land use inventories and condition assessments of City facilities Perform short-term studies of property ownership and land values
