Specifications include, but are not limited to: The County’s HRMS and Payroll process is presently conducted through the use of three systems, NuView HRMS 2016 Standard version, Cort Payroll 2018.20 version and SmartLinx version 5.16.29 The County is planning to replace its current software systems environment with a new integrated system, and to adopt systems’ functionality to support core processes. In doing so, the County seeks to address several challenges in the current environment, including but not limited to: 1.3.1.1. Integration between HR and Payroll is problematic 1.3.1.2. Technical support from the vendor is lacking or non-existent 1.3.1.3. Cost in support structure is unstable 1.3.1.4. Overall Stability of system 1.3.1.5. Reporting problems 1.3.1.6. End user problems – not user friendly 1.3.1.7. Need to find a vendor whose system better matches our business processes 1.3.1.8. No ability to create ad-hoc reports without IT support 1.3.1.9. Have to preform manual interfaces 1.3.1.10. Complicated processes that require IT help and service 1.3.1.11. Configuration is not supported 1.3.1.12. Very tight scope of standard vs. custom 1.3.1.13. Security 1.3.1.14. Lack of support for Microsoft critical patches. 1.3.1.15. Lack of support for encryption 1.3.1.16. Interfaces fail to recognize all changes 1.3.2. In order to address these challenges and others, the County has initiated a project to adequately plan for, select, and implement a replacement HRMS and Payroll System. Section 2.0, Project Scope, outlines the features and functionality desired in a future system, as well as the professional services necessary to implement that system. 1.3.3. The primary objective is to procure, implement, and maintain a system or systems that mitigate the challenges listed above, allow for streamlined collection and processing of information, and facilitate standardization and timely access to information by maximizing the use of the new software system(s) capabilities.
