Specifications include, but are not limited to: Part 1: Existing Conditions and Preliminary Station Siting In collaboration with the DVRPC project management team, the consultant will facilitate a kickoff meeting for project stakeholders, including representatives from SEPTA, PennDOT Bureau of Public Transportation, Amtrak, Norfolk Southern, Chester County, East Whiteland Township, Immaculata University, and other stakeholders as appropriate. Gather and summarize existing conditions, including: parcel ownership; track layout; interlockings and sidings; train activity by operator and time of day; environmental conditions, including floodplain, wetlands, and steep slopes; existing auto, pedestrian, and bicycle connectivity; current SEPTA ridership; ADA accessibility along the Paoli/Thorndale Line; and parking along the Paoli/Thorndale Line. Convene SEPTA staff for a workshop to understand the engineering and operational constraints of potential station locations. A list of invitees will be provided by SEPTA. Prepare and submit a memo that summarizes existing conditions, and includes a preliminary assessment of needs and opportunities for the station. This memo must include initial siting opportunities for a station based on stakeholder input.
