Specifications include, but are not limited to: The PPA currently boots/immobilizes 20,000 vehicles per year. The criteria per City Ordinance in the City of Philadelphia is a minimum of three unpaid red light/parking violations. The Authority enforces this ordinance five days a week, approximately sixteen hours a day. The Authority is currently looking to obtain proposals for two different style boots, one to accommodate the average vehicle on the street and one to accommodate the larger SUV’s and trucks. All proposed boots must comply with Philadelphia Traffic Code Chapter 12-2400 TOWING & IMMOBILIZING OF PARKED OR ABANDONED VEHICLE 12-2401. (1) Boot. A device consisting of metal clamps or jaws and a padlocking device, which when attached to the wheel of a motor vehicle, prevents the vehicle from being driven. The Authority currently purchases approximately 720 boots that fit wheels under 255MM and 100 boots that fit vehicles over 255MM per year. Quantities are approximate based on historical data and may vary during the term of the contract.
