Specifications include, but are not limited to: The City of Philadelphia’s Office of the Chief Administrative Officer (CAO) request proposals from qualified firms to assess current Human Resources practices for the City of Philadelphia Office including HR competencies, services, and resources. The selected candidate will assist in the development and implementation of strategies and initiatives to improve Human Resources services across City government. The goal of the project is to not simply identify technology or other products that may increase speed of transactional processes; rather, to identify a broad array of systemic changes, including but not limited to operational, structural, policy, and procedural changes, that can be made to service delivery as a whole to improve efficiency and effectiveness.
