Specifications include, but are not limited to: 3.1 Any products and services that are not specifically addressed in this RFP, but are necessary to provide functional capabilities proposed by the proposer, must be included in the proposal. 3.2 Vendor shall provide GPS tracking devices and an Internet-based Central Computer Database Application that is not dependent on a land line telephone and meet or exceed the following minimum requirements 3.2.1 The County is looking for pricing for two contract options: - 2-year contract with the option to extend the contracted price and services for up to two additional 1-year terms. - 3-year contract with the option to extend the contracted price and services for up to two additional 1-year terms. 3.2.2 The County is requesting three price points: Active, Hybrid, and Passive monitoring. Please indicate the GPS, transmit, and impaired location timeframes and corresponding pricing for each type of monitoring. 3.2.3 The awarded contract will be a unit cost contract that allows the County to increase and decrease the number of units in service as any given time depending on the dayto-day needs of the County. This includes adding other departments who may have the need for this same service for their clients. 3.2.4 Vendor must disclose the number of hours the battery is available on a single charge using the active, hybrid and passive monitoring parameters quoted in 3.2.2. 3.2.5 Device must not alert enrollee upon zone violation. 3.2.6 Indicate if device has the capacity for an agent to communicate with the offender by audible tone and / or vibration. 3.2.7 Please indicate the number of free “pings, beeps or vibrations” per month per device. 3.2.8 Instances of violation must transmit immediately to the vendor hosted Central Computer Database Electronic Monitoring application. 3.2.9 Device must be equipped with a secondary location technology (i.e. WiFi). Please indicate the type of secondary location technology used.
