Specifications include, but are not limited to: CTO is responsible for: Management of new and outstanding City debt in accordance with the City's debt management policies Management of custodial banking for all City funds by encouraging standards and practices consistent with safeguarding City funds Serving as the disbursing agent for payments from the City Treasury Efficient management of cash to ensure adequate liquidity to support the City’s financial commitments, preserve principal and maximize investment returns The services will include, but are not limited to, any and all of the following: Advise the CTO and PWD on optimal financing structures to issue Bonds, Notes, LOCs and maximize investor support for each transaction; Manage the implementation of Bonds, Notes, and LOC transactions. This will involve, in connection to each financing transaction, advising and supporting the CTO and PWD in selecting the financing team (such as underwriters and LOC providers); negotiations and discussions of business terms with relevant parties; and developing and analyzing plans of finance; Act as an agent for the CTO and PWD when communicating with underwriters and ratings agencies, as requested; Maintain a pricing database summarizing and comparing the City’s historical pricings relative to market indices, other comparables, orders and allotments and established presale goals; Assist the CTO and PWD with competitively-sold financings, including: preparation of the Notice of Sale; bid forms, procedures and specifications; arrangement of electronic bidding logistics; verification of bids; Review preliminary and final official statements for adequacy and accuracy of disclosure; Monitor post-sale trading of the GO and Water Bonds; Advise the CTO and PWD on areas of industry-specific knowledge that may impact the Bonds, including legal or regulatory developments.
