Specifications include, but are not limited to: The Department of Public Safety would like to better equip its first responders to address the needs of immigrant and refugee community members and visitors through the creation of a cultural competency training curriculum specific to the Greater Pittsburgh region. The objective of the training curriculum is to help first responders understand, respect, and appropriately respond to cultural norms when responding to the needs of these communities. The proposed training curriculum is customized for the Pittsburgh Bureau of Police, but should prove to be beneficial to all Public Safety first responders (Police, Fire and Emergency Medical Services). The design process of the training curriculum will be developed with input, oversight, and assistance from members of the Welcoming Pittsburgh team, members of the training academies from the Pittsburgh Bureau of Police, Public Safety staff and relevant members of the immigrant community. The vendor will produce a curriculum specific to the Greater Pittsburgh region to be utilized to train Public Safety Instructors. The curriculum format should reflect a Train the Trainer model designed in collaboration with Public Safety personnel and local immigrant and refugee community stakeholders. Before engaging in the design process, the vendor will work with the stakeholders mentioned above to establish an appropriate timeline for the process and adequate methods of capturing and reporting community input. Each instructor, once trained, should be able to effectively: •Identify the diverse populations represented within the Greater Pittsburgh region •Communicate the differences between relationships with first responders in their host country vs that of relationships with local first responders, so Public Safety Employees can work more productively •Recognize when cultural groups are experiencing culture shock when engaging with Public Safety and develop a plan to respond appropriately in order to ease their own transition to a new country •Acquire cultural competency skills to interact with people of diverse cultures, especially in conflict management •Learn about their host country's relevant history, government, economics, demographics and educational and social issues, so they can communicate knowledgeably with host nationals •Look at their own cultural history and values so they can see how these affect their interactions with others •Learn how to utilize the language card (Contact and Interpreter). The following are the desired outcomes once a member of Public Safety has received training: •Communicate the roots of the cultural differences in other countries principles in cultural awareness and competency training •Communicate the Cultural norms... Develop skills in cross-cultural communication and action that ensure respectful engagement and opens opportunity to building relationships with a community
