The target population is Montgomery County children, young adults and adults with behavioral health needs who qualify for County funded services. In addition to uninsured persons, individuals who are privately insured, have Medical Assistance/HealthChoices, Medicare and/or other public benefits may qualify for County funded services not covered by their insurance. While the priority population is adults who experience serious mental illness (SMI) or children with serious emotional disturbance, individuals and families that seek support often have complex needs and are involved with multiple system. This includes: children in substitute care (CISC); persons with co-occurring or multiple challenges in addition to mental illness, including: substance use, intellectual disabilities, forensic/criminal justice involvement, serious/chronic medical conditions and non-English speakers and people for whom English is not the primary language.
