Specifications include, but are not limited to: Public Safety Answering Points (PSAP) Consolidation Summary 2.1.1 Four (4) PSAPs currently serve the Lehigh Valley: the counties of Lehigh and Northampton and the cities of Allentown and Bethlehem. In response to direction received from the Commonwealth of Pennsylvania, a consolidation effort is underway in which Lehigh County will assume the responsibilities of the Allentown PSAP and Northampton County will similarly assume responsibilities of the Bethlehem PSAP. The intent is to complete these consolidations on or before June 30, 2019, and this project is a major part of this effort. 2.1.2 Additionally, the Commonwealth has actively supported "shared services" wherever possible in the PSAP environment in an effort to reduce costs associated with multiple redundant systems, to facilitate interoperability within the public-safety community and to provide a high level of redundancy and diversity of technologies intended to support emergency responders. Lehigh and Northampton Counties have partnered with each other in numerous endeavors in response to the Commonwealth's "shared services" efforts. The Communications Dispatch Console Project is another example of this initiative. 2.2 Communications Dispatch Console Project 2.2.1 A key requirement to support the consolidation effort described in Section 2.1, above, is the acquisition of a unified communications dispatch console system that will operate from two (2) separate and distinct facilities and support four (4) disparate communications systems and technologies. 2.2.2 The consolidated Lehigh County PSAP will be located on the 10th Floor of the Hamilton Financial Center, 640 Hamilton Street, Allentown, PA. Lehigh County presently uses 16 Zetron ACOM dispatch consoles in its operation, but will require 25 consoles to support its expanded responsibilities. (Note: while the dispatch center is situated on the 10th floor, "back room" equipment will be located on the 9th floor, one (1) console will be located on the 8th floor EOC and two (2) consoles will be located in a 7th floor training area.) 2.2.3 Northampton County's consolidated PSAP will be located in its emergency operations facility located at 100 Gracedale Avenue, Nazareth, PA. Northampton County currently operates 14 Moducom dispatch consoles, but will require 19 consoles to support consolidation with Bethlehem (18 will be located in the dispatch center and one (1) will be located in the equipment room). 2.2.4 An "emergency services internet" (ESINet) has been implemented between the Lehigh and Northampton facilities and can be made available to support a networked console solution. However, it will be up to the respondent to discuss its requirements with the network designer and provider, and to include any costs for modification, programming or any related services or equipment that may be required to allow the ESINet to support the proposed solution. The Issuing Authority will not incur any additional costs to bring the ESINet into compliance with a respondent's proposal.
