Specifications include, but are not limited to: Through this Project, DHS seeks a protective services agency able to provide for the consistent and timely investigations of allegations of abuse, neglect, exploitation, and abandonment of Adults and, when necessary, to provide services in a manner consistent with the objectives of the Act to Adults for whom a substantiated report of abuse, neglect, exploitation, and abandonment is found. The selected Offeror also must initiate an ongoing campaign to increase awareness of the need for and availability of Adult Protective Services (“APS”). The selected Offeror must focus its campaign on providing education and training on the Act, types of abuse, mandatory reporting, how to report, and services that can be provided, including services through collaboration with other identified program offices and service providers. This campaign should include, but not be limited to, presentations and participation in protective services and other professional conferences, periodically and when other opportunities present. Outreach will include adult service providers, law enforcement, county judges and other collaborative entities. 1. Establish a staffing infrastructure capable of receiving reports of abuse, neglect, exploitation, and abandonment, twenty-four (24) hours, seven (7) days a week as required by 35 P.S. § 10210.302. The selected Offeror must be able receive reports from a statewide hotline operated and maintained by the Pennsylvania Department of Aging. The selected Offeror must be able to respond and commence an investigation into allegations within the timeframes required in the Act. 2. Develop protocols, consistent with Department criteria and in coordination with the Department, on appropriate investigation techniques for allegations of abuse, neglect, exploitation, and abandonment. The protocols must include a comprehensive process that leads to objective determinations about the presence of abuse, neglect, exploitation, or abandonment. 3. Coordinate investigations with state program offices, law enforcement, licensing agencies, and other responsible entities when the incidence of abuse, neglect, exploitation or abandonment is alleged to have occurred within a licensed facility. 4. Complete assessments of Adults who are determined to suffer abuse, neglect, exploitation or abandonment. 5. Identify local resources and supports that can assist Adults of abuse, neglect, exploitation, or abandonment. 6. Monitor the delivery of services on a daily basis, including necessary re-assessments completed by the selected Offeror and provided to Adults while the service plan is still active, and the case has not been closed
