Specifications include, but are not limited to: The City seeks potential contractors familiar with the City’s administrative operations. The successful Applicant(s) must: • Have broad and deep knowledge of City administrative business operations, particularly as related to workforce management as it relates to Employer Liability financial processes, in the primary business areas listed in Section I A. - Introduction; Statement of Purpose, for which Applicant is proposing to provide services; • Be knowledgeable and familiar with the current technology supporting City administrative business operations in the primary business areas listed in Section I A. - Introduction; Statement of Purpose, for which Applicant is proposing to provide services; • Understand legal, policy, procedures, and reporting requirements – as well as their sources – that govern City business processes; • To be able to think analytically and provide well-developed recommendations on the City’s potential future business process changes, reflecting a comprehensive understanding of the City’s operations; and • To be able to identify and interpret information; condense information; and provide clear recommendations that reflect an overall enterprise perspective. Overseeing the design, development and testing of workforce-related processes in their business area of financial accounting for Fringe Benefits (Employer Liabilities). • Working with the Project Team, identifying the City Subject Matter Experts (SMEs) to participate in Project activities. SMEs will have deep knowledge of specific portions of the City process and should be drawn from both central offices and operating departments. • Convening and working independently with City SMEs throughout the Project. • Reviewing Project deliverables in specific functional areas. • Leading (in business area) and participating (outside business area) in a broad range of implementation tasks, including: • Design • Business Process Reengineering Activities • Business Rules Identification • Software Configuration • Testing (Integration and User Acceptance) • Data conversion • Documentation Development • Deployment • Assisting in direct and indirect knowledge transfer and training
