Specifications include, but are not limited to: development of a Strategic Air Service Development Business Plan and provide any and all necessary services and information related to the plan which will provide Aviation with an analysis identifying the primary and secondary airline candidates and routes that will be the focus of Aviation’s air service development initiative. b) Update existing passenger and cargo air trade information based upon an examination of the services provided at the Airport and an analysis of major domestic and international markets. c) Identify and evaluate deficiencies in passenger and cargo air service, both domestic and international, and identify potential carriers. d) Develop marketing strategies for attracting additional scheduled passenger and cargo service. Applicant(s) will need to work with Aviation and other stakeholders including City of Philadelphia Commerce Department, GPCC (Greater Philadelphia Chamber of Commerce), PHLCVB (Philadelphia Convention and Visitors Bureau) and Visit Philadelphia on initiatives and strategies for growth. e) Identify major influences of Airport utilization levels at PHL and competing airports. f) Provide marketing materials when required for promotional campaigns. These will include but not necessarily be limited to brochures, pamphlets and customized marketing reports for specifically designated carriers. g) Provide economic impact studies as they relate to targeted carriers, air service and facility expansion. h) Provide all-encompassing economic data on the air trade area to be used in targeting specific domestic and international carriers.
