Specifications include, but are not limited to: Acquisition of Additional 700 MHz Frequencies Identify 700 MHz and/or 800 MHz frequencies which are compatible with the proposed Delaware County 700 MHz system. Identify filing windows and/or requirements to acquire an additional frequency as needed. Prepare necessary applications and engineering studies to acquire the additional frequencies. File necessary paperwork with APCO and the FCC to modify/add 700 MHz site locations for Delaware County’s application. Licensing and/or frequency coordination fees will be paid by consultant and invoiced or paid direct by the County via quotes from appropriate frequency coordination agencies. Procurement AssistanceDevelop vendor requirements: System requirements Infrastructure specifications Console requirements User community requirements Microwave/interconnect requirements Microwave to Fiber system interconnect / switching requirementsAssist with and develop procurement documentation: Equipment specifications County operational requirements Test and Acceptance Criteria Assist with vendor discussions, proposal review, recommendations, and selection: Assist with PA State Contract purchasing procedures Documentation as required Review of proposals Recommendations based upon proposal review Contractual/performance requirements as necessary Site Acquisition: (Public Safety and Commercial Wireless Tower Leasing and Administration) On behalf of Delaware County: Interface with leasing companies of non-owned towers to prepare applications and follow through engineering associated with County leases for public safety antennas on these towers. Work with County Legal Department to assist with facilitation of Lease Amendments, tower additions, tower modifications and updates/upgrades to support existing and proposed County public safety antenna systems. Interface with wireless carriers and other private parties to facilitate the utilization of existing private tower assets for County use. Additionally, assist in negotiations and facilitation of new tower facilities in private/public partnerships to enhance the County’s public safety radio system and increase to rental revenues. Assist County with upgrade and leasing requests from existing and new tenants on existing County towers to increase revenues, upgrade facilities and preserve future public safety requirements. Assist County Purchasing Department with bid specifications and review of responses for wireless carriers leasing of county owned towers.
