Specifications include, but are not limited to: 1. The selected consultant will undertake a preliminary analysis, and then recommend a minimum of three administrative structures to allocate local transportation funding. For each selected administrative structure, the consultant will provide a detailed evaluation of the advantages and disadvantages, and the necessary implementation steps that should be taken either under existing Pennsylvania statutes or with feasible modifications to them. 2. The consultant will identify a combination of potential funding mechanisms that could be utilized either under existing Pennsylvania statutes, or with feasible modifications, to generate local transportation funding, including their advantages and disadvantages, in the context of each of the identified administrative structures.
