The program's dates of operation will be from December 1, 2025, through November 30, 2026. The program is intended to serve families from the Harbor Homes, Harbor Homes Annex, Eastbrook, and Scattered Sites public housing developments located in census tracts 15 and 16. The following items must be addressed in meeting the requirements in the Request for Proposal: 3.1 Structured school-age youth programs that includes: A registration and membership system for all participants in the youth programs. Providing structured youth activities that serve 300 unduplicated public housing youth yearly. Offer structured youth programs that include educational support, arts and cultural activities, sports activities, plus the development of leagues and supervised playtime that includes board and table games. Provide structured school-year activities for youth, Monday through Friday, from 3:00 -9:00 p.m. Provide recreational activities from 1:00 - 9:00 p.m., Monday through Friday, when school is not in session. Provide summer recreational programs Monday through Friday, from 8:30 a.m. - 9:00 p.m. (Include use of Rodger Young Pool in plan.) Provide local field trips with emphasis on enhancing cultural/educational experiences. Provide an outdoor/indoor recreation facility large enough to accommodate up to 60 youth, ages 6 to 18. Provide a plan to partner with the Housing Authority to involve youth in non-traditional sportsrelated activities such as golf, tennis, swimming, sailing, horseback riding and soccer. The plan should include providing transportation. Provide plan to partner with appropriate agency to offer summer and after-school lunch/dinner programs. 3.2 Educational assistance opportunities with emphasis on computer literacy that includes: Provide structured cultural/educational activities that serve public housing youth. The activities would include, but not be limited to, classes in art, music, computer, financial and tutorial services. Provide structured computer classes designed to improve computer literacy for youth and adults. Provide youth leadership training program for youth, ages 13-18. Partner with youth serving agencies such as the Neighborhood Art House, Erie County Library, and Girls Scouts to develop leadership programming, serving public housing youth. Encourage public housing youth to participate in Housing Authority Incentives program by providing Harbor Homes and Lake City Dwellings management office with copy of quarterly report cards.
