PROPOSALS SHOULD BE BASED UPON THE FOLLOWING DESCRIPTION OF WORK:
The Construction Manager at Risk (CMAR) shall provide all Preconstruction Phase Services necessary to establish a Guaranteed Maximum Price (GMP), along with all Construction Phase Services following the award of the GMP for the facility identified in this Project Notification. During the Architectural and Engineering (A/E) Design Phase, the CMAR shall advise the A/E team on cost considerations and the selection of building systems, and shall provide recommendations for cost reductions and opportunities to expedite construction. All recommendations shall be submitted to the A/E and the District for review and consideration. The CMAR shall conduct document reviews and prepare construction cost estimates at the completion of the Schematic Design Phase, at the completion of the Design Development Phase, and at approximately 75% percent completion of the Construction Documents. The CMAR shall also provide schedule updates throughout the design phases to maintain alignment with the proposed construction timeline. Early procurement may be necessary for demolition, mechanical, electrical, or other critical systems, which could result in an early GMP specific for procurement only.
The Construction Manager shall also assist the District in preparing and adapting a temporary holding location for school buses, drivers, dispatch staff, and other required administrative functions during the construction phase. This support includes coordinating any necessary site modifications, logistics planning, and operational accommodations to ensure that transportation services can continue without interruption while the new facilities are being developed. Additional preconstruction services shall be performed as requested by the Owner.
The construction management services will include new site development and construction of a ±13-acre campus that will accommodate a new transportation operations facility for school bus fleet maintenance, supported by a surface parking lot for approximately 225 buses. The project will also include the construction of a new administrative facility containing offices, dispatch, meeting, and training rooms, along with other required functional spaces, and a dedicated parking lot for staff and drivers. Additional site components include fueling islands, bus-washing facilities, and charging stations to support electric bus operations. The scope may also include demolition or renovation of existing structures as necessary to accommodate the new design.
The construction schedule may be phased as determined by the Owner, in consultation with the A/E and the CMAR.
Construction shall incorporate all of the requirements set forth in the Permitted Construction Documents, School District of Palm Beach County Master Specifications, District Design Criteria, State Requirements for Educational Facilities (SREF) 2014, Florida Administrative Code (FAC) Chapter 6A-2 and Florida Building Code. The CONSTRUCTION MANAGER shall prepare all Project Documents in accordance with the requirements stated in Department of Education’s Chapter 6A-2, SREF and FAC.
