PROPOSALS SHOULD BE BASED UPON THE FOLLOWING DESCRIPTION OF WORK:
The Construction Manager at Risk (CMAR) shall provide all Pre-Construction Phase Services necessary to establish a Guaranteed Maximum Price (GMP) and all Construction Phase Services following the award of the GMP for the facility identified in this Project Notification. During the Architectural and Engineering Design Phase, the CMAR shall advise the A/E team on cost considerations and building system selections, providing recommendations for cost savings and schedule acceleration opportunities. These recommendations shall be presented to the A/E and the District for review and approval. The CMAR shall conduct document reviews and prepare detailed construction cost estimates at the completion of the Schematic Design Phase, Design Development Phase, and at approximately seventy-five percent completion of the Construction Documents. Schedule updates shall be provided throughout the design phases to ensure alignment with proposed construction milestones. Early procurement planning may be required for demolition, mechanical, electrical, or other critical systems, which could result in an early GMP for procurement only. The CMAR shall also perform other pre-design services as requested by the Owner.
The construction management services will include new site development and construction of a ±13-acre campus that will house a ±28,750-square-foot transportation operations facility for school bus fleet maintenance, supported by a surface parking lot for approximately 224 buses. The project will also include a ±22,500-square-foot administrative headquarters facility containing offices, dispatch, meeting, and training rooms, along with other support spaces and a surface parking lot for staff and drivers. Additional facilities will consist of a ±10,000-square-foot fueling island and bus wash facility, as well as bus washing amenities and charging stations for electric buses. The scope may also include demolition or renovation of existing structures as required to accommodate the new design. The construction schedule may be phased as determined by the Owner, with input from the A/E and CMAR teams.
Construction shall incorporate all of the requirements set forth in the Permitted Construction Documents, School District of Palm Beach County Master Specifications, District Design Criteria, State Requirements for Educational Facilities (SREF) 2014, Florida Administrative Code (FAC) Chapter 6A-2 and Florida Building Code. The CONSTRUCTION MANAGER shall prepare all Project Documents in accordance with the requirements stated in Department of Education’s Chapter 6A-2, SREF and FAC.
