Specifications include, but are not limited to: The State of Oregon, acting by and through its Department of Education, Youth Development Division and the Youth Development Council (“Agency”), issues this Request for Grant Proposals (“RFGP”) for community-based youth development programs and services through the following state and federal grants (separately and collectively, the “Grant Programs”): Agency provides services to school-age children six (6) through youth 24 years of age in a manner that supports educational success, focuses on crime prevention, reduces high risk behaviors and is integrated, measurable and accountable. To support these services, Agency determines the availability of funding to support community-based youth development programs, services and initiatives with demonstrated outcomes and strategic objectives, prioritizes funding for services related to the prevention of and intervention in the risk factors that lead to juvenile delinquency and the promotion of protective factors that improve the health and well-being of children and youth, as supported by evidence-based program models and other research-based models and the prevention of and intervention in gang violence and gang involvement.
