Specifications include, but are not limited to: Task 1: Assessment of processing unclaimed property and estate property (inputs to the program) Unclaimed Property: Property Holders--such as banks, hospitals, or financial institutions-- are responsible to find property owners and reconnect them with their lost, unclaimed, or abandoned property. If, after deadlines established in Oregon Revised Statute chapter 98, these institutions are unable to do so, they are to report and remit unclaimed property to the State, and the State assumes stewardship over the property. The Agency wants an assessment of the program’s current processes and practices for accepting and processing unclaimed property in the State of Oregon. This task will also involve conducting interviews and/or surveys with Property Holders reporting unclaimed property to the State to evaluate compliance with law. Estates: The Agency would also like an assessment of how the State currently evaluates and processes estate property in its possession. The contractor shall evaluate current processes, identify risks, deviations from state laws and recorded processes, as well as efficiency and accuracy associated with processing and accepting estate property. The contractor shall focus on the initial estate assessment, liquidation practices, and removing personal property from the premises. Task 2: Assessment of returning claims and estates to property owners (outputs of the program) Once the State of Oregon assumes stewardship over unclaimed and estate property, it is expected to find rightful property owners and reconnect them with their property. Unclaimed Property: The Agency would like an assessment of how the Program currently searches for, finds, and validates unclaimed property owners. The task will include an assessment of overall efficiency and successful returns of property within a timely manner. The contractor must evaluate current processes, identify legal risks, deviations from state laws and recorded processes, as well as efficiency and accuracy associated with returning unclaimed property. Estates: The Agency would like an assessment of how the Program currently searches for, finds, and validates estate heirs. The task will include an assessment of overall efficiency and successful return (if an heir is found) of estate property, or liquidated funds resulting from the estate, within a timely manner. The contractor shall evaluate current processes, identify legal risks, deviations from state laws and recorded processes, as well as efficiency and accuracy associated with either turning estates over to heirs, or formally escheating them to the State of Oregon.
