Specifications include, but are not limited to: 2.4.1 Contractor and Contractor’s employees providing Services must be approved Secure Transport Providers pursuant to OAR 309-033-0432 and must comply with OAR 309-033-0400 through 309-033-0440. 2.4.2 Contractor and Contractor’s employees providing Services shall be certified in cardiopulmonary resuscitation (CPR), at all times Services are being provided, and be trained annually on the following: Four hours in the proper application and use of soft and hard restraints pursuant to OAR 309-033-0437(3)(a); deescalation, and Trauma Informed. Copies of required training materials and verification that Contractor and Contractor’s employees performing Services have completed the required training will be required to be submitted to the DHS Contract Administrator prior to Services being performed. If you need help finding Trauma Informed trainings, Trauma Informed Oregon has four online training modules that could be taken located at https://traumainformedoregon.org/tic-intro-training-modules/. All four modules listed would have to be taken in order to fulfill the requirement to be Trauma Informed trained. 2.4.3 Contractor and Contractor’s employees that are qualified Secure Transport Providers will provide non-medical Secure Transportation Services to DHS Clients who have immediate safety issues or behavioral problems or both, are in “runaway” status, or need transportation in emergency (may include after hours) situations from one secure facility to another. Only one Client is allowed to be transported in vehicle at a time. Services may include transporting Client between locations such as their home, substitute care location, psychiatric facility or hospital, medical location or hospital, detention facility, from one secure residential setting to another secure residential setting, or other locations as determined by DHS. The exact scheduling and locations of Services will be determined by DHS prior to each Referral. 2.4.4 Contractor must provide a minimum of two qualified Secure Transport Providers for each transport; one of whom can be the driver as outlined below in Section 2.4.5 and the other whom is an attendant pursuant to Section 2.4.7 below. All Secure Transport Providers providing Services must have and carry an operating cellular phone or other communication device for use during transport.
