Specifications include, but are not limited to: A.This project is the Salem Area Resiliency Enhancement Project (the “Project”). Goals for this Project are, but not limited to: 1) Bring the facilities into conformance with code; 2) Abate all hazardous or regulated building materials; 3) Improve operational efficiencies; 4) Upgrade mechanical, electrical and lighting systems; 5) Upgrade building envelopeand thermal performance; and, 6) Upgrades to facility grounds.Goals for this Project include:extending the useful life of the facility by an additional 25 years, providing seismic upgrades, relocation of personnel and equipment to maximize business processes and efficiencies within the agency and Oregon National Guard. Additionally, asbestos, lead contamination, and non-compliance with the Americans with Disabilities Act (“ADA”) create a property management risk. Renovation of these facilities will reduce lost opportunities to earn revenue and will allow us to continue our mission of responding to local emergencies.B.Contract Scope: Design Build to include but not limited to space planning, site & facility evaluations, design, design reviews, value engineering, demolition, selective demolition, removal of regulated building materials, hazardous material abatement and disposal, material recycling, construction and renovations of existing and potentially new facilities and infrastructures, utility upgrades, and commissioning services, both on and off-site as may be necessary to successfully complete the Project in support of the OMD’s mission to meet the needs of the soldiers and staff, facility tenants, enhancing the resiliency, improve energy efficiency and rent-ability of each the Project Sites. C.Proposer is also encouraged to suggest any additional betterments that may be available in using the Proposers services, including general scope, associated cost and schedule impacts of incorporating the additional betterment(s).
