Specifications include, but are not limited to: Establishing a group of radio frequency engineers as resources that the City, at its sole discretion, can select from to provide independent third party review of applications for certain wireless communications facilities (WCFs). The City would generally rotate project assignments to provide opportunities for all consultants selected to provide these services. There may be occasions, however, when the City would assign a project to a particular COR (Consultant of Record) because that COR has specific expertise needed for the project, has previously worked on the project, or is best able to meet project deadlines. The City would prefer an Oregon Professional Electrical Engineer who specializes in radio frequency (RF) engineering. However, the City would also consider an electrical engineer that is not an Oregon Professional Engineer but is certified by the Federal Communications Commission (FCC) with an FCC General Radio Telephone license.
