Specifications include, but are not limited to: A. IDA Administration 1. Ensure the sale of state tax credits on an annual basis to maximize availability of funds 2. Manage and invest IDA funds to safeguard against fraud, waste, and abuse of public funds 3. Maintain IDA funding contracts with fiduciary organizations 4. Administer request for proposal(s) to award funds to fiduciary organizations B. Management of Fiduciary Organizations 1. Develop annual work plans with fiduciary organizations to ensure funds allocated are in compliance with IDA requirements 2. Provide guidance, training and technical assistance and quality customer service 3. Support interrelationships between fiduciary organizations and IDA financial institutions and other IDA partners, i.e., service providers and participants 4. Collaborate with fiduciary organizations and other IDA partners to ensure IDA design, policy, and delivery of services is optimal and responsive to the needs of diverse populations and remains mission and participant-centric C. Monitoring Performance and Compliance of Fiduciary Organizations 1. Perform annual and periodic reviews of fiduciary organizations 2. Support fiduciary organizations to correct non-compliance issues and take action to resolve material non-compliance issues D. General Reporting and Other Tasks 1. Conduct financial reporting of IDA funds to state agencies and fiduciary organizations 2. Maintain data systems for IDA funds, funding allocation, IDA participants and match distributions 3. Track and analyze IDA outcomes to determine the efficacy of IDA to achieve desired results; and inform IDA design and infrastructure
