Specifications include, but are not limited to: 5.1 Phase 1 – Upgrade Oracle Databases This phase includes upgrading the Databases that are used for Oracle EBS and APEX applications along with upgrading the RMAN, OEM and BI Publisher databases. The upgrade will be from Oracle Database version 12.1.0.2 to 19.3. The APEX development tool upgrade will also need to occur in this phase as the county's current version is not supported with the 19.3 database. a. Marion County will provide access to two development servers for practice upgrades that are similar to the production database servers. One server will have the Oracle EBS and APEX database instances and the other server will have the RMAN, OEM and BI Publisher database instances. The differences between the development servers and production servers will be the amount of RAM and the number of VCPUs allocated. B. The proposer shall identify and inform the Marion County staff of any patches that need to be applied to the county’s current version of the database (12.1.0.2) and any needed inter-operability patches that need to be applied to the Oracle EBS R12.1.3 for compliance when using the 19.3 database. If any of the patches that are identified can be applied ahead of the database upgrade, Marion County shall apply those patches to the development/test instances not being used in the first proposer practice upgrade, as well as the production instance ahead of the work being done by the vendor on those instances. The database upgrade will NOT be converting to pluggable databases.
