Specifications include, but are not limited to: In general, work includes providing municipal advisor and financial advisory services for the City of Eugene on a contractual and/or as-needed basis. When a need arises the City may review the qualifications of the providers within the pool. If an appropriate provider is available, the City may enter into a contract with that provider. Some of the areas of expertise that might require a municipal advisor include general obligation bond sales, private placement lines of credit, urban renewal financing, and local improvement districts, among others. Research, analysis and recommendations, as requested, for special projects, economic development opportunities, urban renewal financings, special taxing districts, publicprivate partnerships and unsolicited alternative financing proposals and opportunities Evaluation of capital funding alternatives and development of finance plans As-needed financial advice regarding refunding opportunities, market conditions and trends, financial products, credit and credit analysis, and alternative financing methods Advice about financial policies and best practices Assistance with obtaining authorization from city council for bond resolutions or ordinances Recommendations on appropriate method of sale Development of Request for Proposals from banks or underwriters, evaluation of submissions and recommendations for negotiated sales or private placement transactions Recommendations for timing of bond sales
