Specifications include, but are not limited to: DHS intends to award up to four (4) Price Agreements for Impartial Hearing Officer Services with Applicants who meet the minimum qualifications, pass the evaluations and who are willing to perform the Work at the rates of pay established by DHS. After the initial four (4) Price Agreements have been awarded, the additional Applications received will be put on a waiting list. When DHS is in need of an additional Impartial Hearing Officer, DHS will pull Applications from the waiting list and if the Applicant meets the minimum qualifications, passes the evaluation and is still interested in providing Services, DHS will award Price Agreements in the order the Applications were received. The Price Agreement itself is not a contract, but an agreement to provide Services at a set rate for specific Impartial Hearing Officer Services. Once an Applicant's Application has been accepted and a Price Agreement has been issued, the Applicant will be enrolled in an assignment rotation as an Impartial Hearing Officer. When specific Work (Impartial Hearing Officer Services) is to be performed, DHS will issue a Notice to Proceed to an enrolled Contractor. When the NTP has been issued to the Contractor, the NTP and the Price Agreement together, form a legally binding contract.
