Specifications include, but are not limited to: 2.4.1.1 Housing Needs Analysis (HNA)Working with the assistance of an advisory committee appointed by the Participating City, or possibly a convening County, the Successful Proposer or Proposers must conduct an HNA. An HNA includes a Housing Needs Projection, a BLI, an RLNA, and identification of measures for accommodating Needed Housing. The HNA must address the housing needs for the urban area during the 20-year planning period. Draft HNAs will be reviewed by the advisory committee for comment. The Successful Proposer or Proposers must gather and prepare publicly available data and information to conduct the HNA, facilitate public engagement regarding the HNA, and deliver interim and final draft HNAs. Final HNAs will be HNAs that are ready to be adopted by the local government, meaning that they have incorporated comments and feedback from the advisory committee and are completely ready for local government to adopt when local government is ready to do so. The Successful Proposer or Proposers shall present the HNA to the advisory committee at a time and location mutually agreed upon by the advisory committee and the Successful Proposer or Proposers. 2.4.1.2 Housing Strategy Implementation Plan (HSIP)For communities with completed HNAs, the Successful Proposer or Proposers shalldevelop an action plan to include strategies and actions for the Participating Cities and convening Counties and community partners to take that will help to address the community’s housing needs. The Successful Proposer or Proposers will develop the HSIP with the assistance of an advisory committee appointed by the Participating City, or convening County. Drafts of the HSIP must be reviewed by the advisory committee for comment. The Successful Proposer or Proposers must gather and prepare data and information, facilitate public engagement regarding the HSIP, and deliver interim and final HSIP provisions. A final HSIP is an HSIP that is ready for local government to adopt when it is ready to do so. The Successful Proposer or Proposers shall present HSIP to the advisory committee at a time and location mutually agreed upon by the advisory committee and the Successful Proposer or Proposers. 2.4.1.3 Housing Production Strategy Prototype (HPS)HPS documents will be similar to HSIP documents in that they will identify actions for the Participating City or County to take to address Housing Needs. However, the HPS will be developed in the context of the requirements of House Bill 2003, and will be informed by the rulemaking process for HPS. Unlike a HPSIP, the HPS will become a required document for those cities identified in HB 2003, and will provide a level of commitment and a timeline for local government actions that will leverage and facilitate the development of Needed Housing. The Successful Proposer or Proposers shall develop an action plan to include strategies and actions for the Participating City or convening County and community partners to take that will help to address the community’s housing needs. The HPS will be developed with the assistance of an advisory committee appointed by the Participating City or convening County. Drafts of the HPS must be reviewed by the advisory committee for comment. The Successful Proposer or Proposers must gather and prepare data and information, facilitate public engagement regarding the HPS, and deliver the interim and hearings-ready draft HPS. The Successful Proposer or Proposers shall present the HPS to the advisory committee at a time and location mutually agreed upon by the advisory committee and the Successful Proposer or Proposers.
