Specifications include, but are not limited to: The Freight Master Plan update will provide a strategic road map for achieving outcomes that support the City’s long-term objectives for managing freight movement and commercial delivery based on the following core principles: 1. Safety - Improves safety and the predictable movement of goods and people that are supportive of Portland’s Vision Zero goals. 2. Mobility – Ensures a reliable and connected freight transportation network that can meet projected increased freight and goods movement demand and supports the City’s 2035 TSP policies and actions (see TSP link https://www.portlandoregon.gov/transportation/67263) 3. Economy – Provides a freight network that supports a thriving and diverse economy for the Portland region and supports the land use and transportation goals and policies in the 2035 Comprehensive Plan. State of Good Repair - Maintains and improves the City’s freight transportation network to ensure safe and efficient operations through strategic investments. 5. Equity - Benefits residents, businesses and employees of the Portland region through equity in freight investments and reducing community impacts from freight movements. 6. Environment – Improves freight operations in the Portland region by making goods movement more efficient and reducing its environmental footprint. Supports the goals of Climate Action Plan and implements the Central City Sustainable Freight Strategy.
