Specifications include, but are not limited to: This engagement will focus on racially and ethnically diverse communities, people with disabilities, and seniors, which will require working in partnership with local, culture-specific organizations. The Contractor will work with the MHCRC staff and the MHCRC’s ascertainment contractor to align data collection and integrate findings from under-served groups within the ascertainment. The Contractor will also advise on issues of cultural responsiveness within the broader ascertainment. The MHCRC recognizes that communications technology — including access, adoption, and utilization — is essential for creating and sustaining livable and equitable communities. TECHNICAL OR REQUIRED SERVICES • Design and implement in-person data collection activities to engage underserved groups in the community needs and interests ascertainment, including racially and ethnically diverse communities, people with disabilities, and seniors throughout Multnomah County; this involves working in partnership with local, culture-specific organizations. Examples of data collection methods that may be proposed include interviews with community leaders, focus groups, and/or other creative community engagement methods. • Work with the MHCRC staff and ascertainment contractor to align data collection methods based on the ascertainment research questions. • Advise on the cultural responsiveness of the ascertainment’s overall data collection methods/instruments and final ascertainment report (to be developed by the ascertainment contractor). • Identify emergent opportunities (e.g., local events) that can be leveraged within the design and/or implementation of data collection activities involving underserved groups. • Create a detailed implementation plan for culturally-responsive data collection with underserved communities and vet the plan with the MHCRC staff and other key individuals identified by staff; ensure that the plan anticipates and addresses potential cultural, economic, language or other barriers. The MHCRC anticipates that the plan will include the following activities: o Recruit and manage contracts with an estimated six (6) community organizations that will be partners in engaging racially and ethnically diverse groups, peoplewith disabilities, and seniors. o Implement data collection activities such as interviews, focus groups, and/orother creative methods, including translation interpretation as needed. o Conduct follow up session(s) to engage participants in providing input on draft ascertainment findings.
