Specifications include, but are not limited to: Qualified firms or teams (Contractor/s) with demonstrated experience and expertise to design and implement a thorough and realistic ascertainment of current and future communications technology needs and interests for communities throughout Multnomah County, Oregon. The ascertainment will include a scientifically valid survey of cable subscribers and non-cable households, and a variety of other data collection methods to engage MHCRC stakeholders including public institutions, local governments, businesses, community access producers, etc. The Contractor will work with the MHCRC staff and a community engagement contractor to integrate culturally-responsive data collection methods and findings from underserved groups into the ascertainment.
