Specifications include, but are not limited to: Removal and proper disposal of all overhead decking within the Work Area. Removal and proper disposal of any concrete debris or other Solid Waste below water surfaces within the Work Area. Conduct an underwater survey to identify any remaining Solid Waste and Hazardous Waste within the Work Area. Removal and proper disposal of any tanks and Hazardous Waste found within the Work Area. Agency shall determine the sequence in which the above services will be performed. If, at any time, either prior to commencement of the Project or during the execution of the Project, Agency determines that funding for the Project is not sufficient to accomplish all of the above services, Agency may elect to reduce the Scope of Work by deleting portions of such services. Agency’s understanding is that the Contractor will need to obtain a variance to access the Work Area from the water and thereby utilize one or more barges in performing the services. The variance would be issued by DSL, following consultation with the Oregon Department of Fish and Wildlife. Agency anticipates that such utilization of barges will result in lower costs for the Project. Accordingly, as provided in Section 3.3.3 (Cost Proposal), Proposers are required to submit two “not-to-exceed” amounts – one amount based on the assumption that such a variance can be obtained and one amount based on the assumption that such a variance cannot be obtained.
