Specifications include, but are not limited to: Scott Edwards Architecture (SEA) led the HACC’s Hillside Master Plan for Housing Opportunity (the “Master Plan”) efforts to redevelop the 16-acre public housing complex known as Hillside Manor into a mixed-use, mixed-income community. The resulting Master Plan identified the steps necessary to transform the existing underutilized site into a vibrant community that will provide stable, affordable housing options within the Milwaukie community. As part of the master planning process, SEA led an extensive community outreach and engagement effort, conducted site research and planning analysis, oversaw a community needs analysis, led design charrettes, facilitated market analyses, supervised cost estimating exercises, developed a programming package, and developed a master development plan. Given SEA’s in-depth knowledge of the project and access to the historical and technical information necessary to performing the next phases of work, it is most cost effective for HACC to contract with SEA directly for architectural work on the Hillside Redevelopment project.
