Specifications include, but are not limited to: 2.1 Business Partnership • Learn City corporate culture and employee/management relationships. • Provide education to Executive Management and Joint Labor/Management Committees and participate in monthly meetings. • Assist in establishing short- and long-term objectives and strategies to accomplish those objectives. 2.2 Benefit Plan Design and Review • Analyze benefits for appropriateness to strategic employee benefits goals. • Educate the City on new and emerging benefits trends. • Recommend changes to benefits plans, as needed. • Compile benchmarking data and identify potential plan modifications. • Analyze data for risk stratification and emerging conditions. • Prepare renewal timeline and define responsibilities. • Issue Requests for Proposals (RFPs) when appropriate. • Analyze and negotiate insurance carrier renewals. • Present renewal/marketing report and advice on plan modifications and carrier selection. • Review contracts and plan documents for accuracy. • Implement and manage performance guarantees with contracted carriers. • Develop wellness plan initiatives. 2.3 Financial Management and Reporting • Analyze and report claims experience on a quarterly basis. • Recommend cost management solutions. • Prepare claims reserve reports upon request. • Analyze funding alternatives. • Develop annual premium rates. • Provide financial projections for City’s budget decision making process. • Annual cost avoidance reporting. • Annual utilization review, to include identification of cost components and drivers. • Prospective modeling of impact of plan design options, as requested by City.
