Specifications include, but are not limited to: The State of Oregon, acting by and through the Department of State Lands, (“Agency”), is issuing this Request for Proposals for Vessel Integrity Assessment, Solid Waste, Hazardous Materials Assessment, and Security Services. The Agency seeks information that will facilitate decision making related to management of the leasehold and future condition of the submerged land. The Agency seeks proposals from qualified consultants to assess the vessels and structures in the leasehold, inventory solid waste, oil and hazardous materials, provide recommendations and cost estimates for clean-up activities (including vessel removal/demolition) and provide cost estimates for providing security for the site, if needed in the future. The consultant selected under this RFP must review the reference background materials provided to give context and perform the required surveys, assessments, inventories and tests to formulate conclusions and recommendations to DSL. The consultant must perform the following work at the Project site defined as 3.89 acres with a center point defined as 46.0104° latitude and -122.8730° longitude located near river mile 75 on the Columbia River, approximately 0.5 miles upstream and to the southeast of Goble, Oregon. Access to the Project site is from the water only. Important information about safety and site access: a. Access to the site is not available for preparation of proposals. b. There is no land access to the site. All work proposed must be conducted from the water. c. The walkways and decks are unsafe and work may require temporary floating structures to be provided by the contractor.
