Specifications include, but are not limited to: The Agency seeks security services that will facilitate other contracted services to be safely implemented and keep the public safety as the number one priority for the leasehold area. The Agency seeks proposals from qualified contractors to provide security for the vessels and structures within the leasehold. The contractor selected under this RFP must review the reference background materials provided to give context and perform the required services. The contractor must perform the following work at the Project site defined as 3.89 acres with a center point defined as 46.0104° latitude and -122.8730° longitude located near river mile 75 on the Columbia River, approximately 0.5 miles upstream and to the southeast of Goble, Oregon. Access to the Project site is from the water only. Important information about safety and site access: a. Access to the site is not available for preparation of proposals; b. There is no land access to the site. All work proposed must be conducted from the water or if gangways are installed, from any walkway newly installed; c. The leasehold or original walkways and decks are unsafe and work may require temporary floating structures to be provided by the contractor; d. There may be health hazards and containments at the site; and e. All areas of the vessels and structures must be monitored to ensure the site remains secure. Any areas identified as unsafe or could potentially pose risks to allow security monitoring must be immediately brought to the attention of DSL and include recommendations for securing the site.
