Specifications include, but are not limited to: Identify strategies, efficiencies, and opportunities to enhance the WES’ overall financial and strategic position. • Evaluate possible financing options and proposals on new products and other financing ideas developed by WES or received from underwriters, or other municipal market participants. • Assist in developing and presenting information to rating agencies, investors and other municipal market participants. • Review, analyze and provide guidance on State and Federal legislation pertaining to and affecting financing programs. • Prepare analyses and other materials for use by WES’ staff in Board of County Commissioner, Advisory Committee or other stakeholder and partner presentations. • Participate, as requested, in informational, due-diligence and other financial-related meetings with WES and/or other market participants. • Conduct rate studies, system development charge (SDC) studies, impact fee analysis, and financial and risk analysis.
