Specifications include, but are not limited to: 1. The Respondent shall provide recommendations, with an associated step-by-step timeline, for the proposed transition from fully insured to self-insured medical insurance, specifically in the areas of design, funding, cost, and administration. This will include a review of current and proposed plan features, rate structures, and claims history. 2. The City specifically seeks a recommended dollar threshold for stop loss insurance, with an explanation of the associated risks. 3. The City specifically seeks a recommendation and professional guidance in the establishment of a benefit trust entity to administer the self-insured plan. 4. The Respondent shall provide, upon request, advice regarding benefits plans and wellness programs as regulated by federal and state law, including compliance with regulation from HIPAA and PPACA. 5. The Respondent shall provide recommendations that are based on a plan year of January 1, 2019 through December 31, 2019 and the knowledge that the City already has a first year administrative price from Blue Cross and Blue Shield of Oklahoma, who is our current fully-insured carrier. 6. Final product should be delivered on or before May 11, 2018. Final product shall be delivered in both written and electronic form. At the discretion of the City, a face-toface meeting may be required for delivery of final product. TIME FRAME FOR REVIEW: March 8, 2018 to March 23, 2018.
