Specifications include, but are not limited to: Removal and land application of lime sludge from the east and middle lagoon located at the City’s Water Treatment Plant, 312 W. Main Street. The lagoons contain lime sludge, which is estimated to be 15% to 25% solids. The CONTRACTOR shall be responsible for all phases of sludge removal. This includes loading, weighing, transporting, and redistributing the lime sludge in accordance with EPA approved methods as outlined in the City of Westerville’s Sludge Management Plan and the Ohio EPA Beneficial Use General Permit. A lime sludge removal and land application contract will be awarded for 2019 and 2020. This contract may be renewed for 2021, at the OWNER’S option, with a history of good performance.
