Specifications include, but are not limited to: Department is requesting proposals from qualified vendors for the purpose of establishing a third-party Whistleblower Hotline Service. The services at a minimum should include a call center, internet-based complaint reporting system and a case management system that allows anonymity of callers. The services will be on an annual subscription basis with the vendor providing the application, hosting and call center. The City will operate, and maintain a dedicated toll-free telephone and online hotline for employees of the City of Dayton, OH to anonymously and confidentially report complaints of the unethical, fraud, waste, abuse, illegal and other wrongdoing by an employee. It is the objective of the City to provide employees with a confidential reporting system that will be available 24 hours a day, 365 days a year.
