Specifications include, but are not limited to: Task 1 – Audit Utility Billing A. Assess whether utility customers are being properly billed for utility services, using a cross-section of sample data. 1.Verify that usage and billing calculations practices are accurate for commercial and residential customers. 2.Determine the current state of how utility bills are currently processed and make prioritized recommendations for improvement. 3.Identify exceptions (Off Cycle Billing), analyze if they are currently being resolved in a timely manner, and make recommendations for improvement. 4.Assess the MCES’s level of effort and legal ability to recover past due amounts owed. 5.Review the adequacy and accuracy of the meter reading process. 6.Examine staffing and training around meter reading and billing processes. Task 2 – Evaluate Current Operations A.Conduct an operational review of the utility billing function and provide recommendations for improvement 1.Assess the meter reading, leak detection services, billing, and collections functions. 2.Identify strengths, weaknesses, opportunities and challenges of the meter to cash billing operations. 3.Identify, define, prioritize, and document core functions and critical processes. 4.Develop metrics to assess future operational and financial performance.
