Specifications include, but are not limited to: Because the WCZR and CLUP serve to complement each other in matters of land-use and zoning, it is expected to update both documents simultaneously so that the two documents present similar language, appearance, wording and intent. Updating both documents at the same time will provide a seamless connection between the WCZR and the CLUP. The successful respondent will be the responsible party for both updates. West Chester Township’s goal is to establish a relationship with a single point of contact for all support necessary for the project. If the vendor utilizes any subcontractors for any part of this project it should be understood that the chosen vendor will be the sole responsible party for all activities. It is the intent of this RFP/RFQ that the vendor shall provide all support to rewrite and update all sections of the WCZR to create an entirely new document, utilizing the existing WCZR as a reference only. West Chester Township’s staff will act in oversight and advisory positions throughout the process. It is anticipated that the CLUP will only need updates as necessary to match the new WCZR in style and wording, with minor updates to the supporting data presented in the CLUP. The main scope of this RFP/RFQ is the WCZR. The vendor is expected to plan and conduct the project working closely with West Chester Community Development Staff. Office space is available within the West Chester Community Development Department at no charge should the successful vendor wish to utilize maximum proximity to staff. The successful vendor should also anticipate directing a minimum of (4) public meetings to gain feedback from businesses and residents of West Chester to incorporate into the proposed WCZR. The vendor should also anticipate attendance and presentation at the quarterly meetings of the West Chester Land Use Committee to inform this committee of proposed updates to the CLUP. The WCLUC meets from 4:30-5:30 pm.
