Specifications include, but are not limited to: The City of Cleveland seeks a SaaS agreement to assist with shared mobility API management and data analysis to inform insights into shared mobility system use, regulatory compliance, and related public service deployment. A Proposer will be selected based on their system's capability to: (a) Ensure the privacy of shared mobility users and protect sensitive data. (b) Provide insights into shared mobility system use, including number of rides, distances, and times; common origins and destinations; and common trip routes. (c) Track shared mobility vendor compliance with local regulations (adherence to fleet caps by device type, rebalancing requirements by zone, and parking in designated areas). (d) Inform right-of-way infrastructure decisions by identifying commonly used routes, deployment, and parking locations. (e) Allow in-system drafting of georeferenced parking areas, restricted areas, etc. that are exportable and compatible with ESRI programs (ArcGIS). (f) Provide full system access to multiple user accounts across internal City departments. (g) Provide limited system access through external partner accounts such as neighboring municipalities, local universities, and park system managers.
