Specifications include, but are not limited to: While the details of the program that is to be established will be based, in part, upon the proposals that are received in response to this RFP, the basic business model that is being contemplated would involve the City of Cleveland entering into a multiyear contract with a service provider for the development and management of this program. All of our residential accounts, which were previously defined as those accounts that receive their water service from a connection that is 1“ or less in diameter and which are generally also connected to a sewer line that is 6” or less in diameter, as well as selected single family residential properties which receive their water service from connections that are 1½” and 2” inches in diameter, will be given the option of purchasing Service Contracts and Protection Plans from the service provider in order to cover emergency repairs to their water service line, their sewer service line, or their interior plumbing facilities. These service contracts will be made available to all of our residential customers, and they will be given the option to enroll in one or more programs in any combination which they may choose. In exchange for the receipt of premiums or periodic service charges from the enrolled customer, the selected service provider will be responsible for the satisfaction of all claims and the completion of all repairs covered by these service contracts at their expense. The service provider will be required to employ a network of certified contractors, certified and bonded plumbers or sewer builders who will be on call 24 hours a day, 7 days a week. If an enrolled customer has a covered claim, they will simply call the service provider’s 24 hour call center and a plumber will be dispatched to make the covered repairs at no cost to the customer.
