Specifications include, but are not limited to: • Review the metrics of the departments of the Treasurer’s Office and draft procedures for the annual review of these metrics. • Review and provide comment on the internal procedures related to the activities performed by the Treasurer’s Office’s department as follows: o Accounting – ledger postings; carried items o Debt Management – bank reconciliations; workforce development loan program o Revenue Management – cash receipt; bank reconciliations o STABLE – program management o Treasury Services – fees; information technology account management o Trust – compliance; asset reconciliation; collateral • Make recommendations for the improvement of operational calendar maintenance and tracking. • Develop departmental checklists for internal controls. • Holistic department and business unit reviews. • Test internal controls of high risk functions within the Treasurer’s Office, as requested by the Treasurer’s Office, and document the results of this testing. • Develop procedures for the annual review of internal controls and procedures, and the identification of any control or process gaps.
