Specifications include, but are not limited to: The City of Cleveland Department of Public Safety expects the following deliverables: 1. Comprehensive plan for the completion of the backlog of public complaints received by OPS in 2015, 2016, and 2017, and completion of those backlogged complaints within twelve months of the contract execution date. 2. Bi-weekly progress reports provided to the Director of Public Safety and management personnel of the OPS, including case management reports as required. 3. Investigations must comply with the process set out in the OPS manual referenced herein. (See Exhibit A-1). 4. Investigative Reports must comply with the format set out in the investigative forms referenced herein. (See Exhibit B-1 and Exhibit B-2). 5. Investigative Reports and recommendations must be presented electronically as they are completed to the OPS Administrator or designated OPS staff member who will review each for compliance with the OPS manual. 6. Correspondence and memoranda must comply with the format set out in the standardized forms referenced herein. (Exhibit B-1 and Exhibit B-2) 7. Interviews shall be audio- and video-recorded to the extent permitted by the interviewee. Telephone interviews and conversations shall be audio-recorded. 8. Appropriate personnel must be available to present and answer questions on Investigative Reports to OPS management staff. OPS will make the final determination of Investigative Report completeness and policy compliance. The selected contractor will be responsible to make any necessary corrections or edits as OPS management staff sees fit.
