Specifications include, but are not limited to:The City of Dayton Public Schools for is requesting bids from contractors with experience and references to paint and refinish all exterior wood surfaces and certain metal features of the Ludlow II Building located 136 S. Ludlow Street. As the building exterior is predominately brick and stone (both of which is not painted) the wood surfaces are (1) soffit and frieze details below the roof line (2) casing of all windows and doors and (3) The first floor entrance doors. Ludlow II building is actually comprised of 3 individual structures to include; 6 story north tower which exterior is made up primarily cast stone, 4 story central and east section that faces Ludlow Street and W. Third Street which is encased in a combination cast stone with wood trim and a 6 story southern tower which exterior is primarily brick. a) Removing paint from historic buildings - with the exception of cleaning, shall receive light scraping of loose layers and light hand sanding to feather between layers of old paint or between old paint and exposed wood - should be avoided unless absolutely essential. b) If condition warranting old paint removal is identified the approach should be to remove paint to the next sound layer using the gentlest means possible, then repaint. c) Power tools, heat, tools, highly abrasive chemicals are inconsistent with best practices for historic preservation and must be specifically approved prior to use on this project. d) Paint and wood conditions vary at different points on the building repainting a careful inspection before work commences. Each compass face of painted exterior woodwork (conditions vary based on sun and weather exposure) should be examined early in the planning phase and surface conditions noted. e) If repair of rotted wood is impossible, replacement pieces shall be in accordance with best practices for Historic Preservation. Damaged o rotted wood should be replaced “in kind” with rot-resistant wood. f) There is lead paint present. Lead paint removal cautions must be taken but extensive abatement is not required. Contractor/subcontractors should be certified for lead paint removal.
