Specifications include, but are not limited to: Fuel Credit Card Functions • Proposer must provide a detailed description of your Fuel Credit Card program. • Proposer shall identify the fueling locations throughout the State of Ohio that accept your fueling card. • Proposer must describe your ability to provide emergency services during a Countrywide emergency. (Will this be applicable?) • Describe the proposed Fuel Credit Card program services available to the District’s users. Include in your response how your program will address the following: ➢ Purchasing Controls ➢ Declined Purchases ➢ Report options, level 3 detailed transaction, 24 hours after the transaction occurs. ➢ Online access for reporting purposes and account management to include fuel transactions and price summary. ➢ Billing payment options, etc.… ➢ Fuel cards charges ➢ Renewal cards options ➢ Procedures and Protection for lost or stolen cards. ➢ Characteristic of cards- Durable Plastic. ➢ Issuance and ship new or renewal cards second day mail, by 2:00 p.m. ESDT, of Fuel Credit Cards to the District at the supplier’s expense. This includes additional and replacement cards as required. ➢ Maintenance of cardholder activity; add, delete, or suspend cards and issue access number or PIN numbers for security purposes as required by the District. ➢ Provide invoices with Federal Excise Tax deducted from the total cost. ➢ Service Center with full account management services available between the hours of 6:00 a.m. and 6:00 p.m. ESDT, Monday through Friday except for District holidays. ➢ Fuel Credit Card purchase restrictions ➢ Enhanced services to include – fueling locations, map providing fuel locations and daily fuel prices.
